They haven't done anything illegal. They are just being ignorant and childish and although being a moron should be punishable, it's not in the eyes of the law. If you feel you are being hared you can get online with your local police department and make a report for aggravation. That way if anything else happens it's on file and you can tell them you have made a police report and the next step will be a restraining order. If you can't find it online, call your local police department.
