Does one have to be online for their Mii's to mingle on your console?

How do I get more Mii's to travel on my console? I have added one friend, and he says he has 10 Mii friends on his, and they all belong to people he doesnt know! How do I get more Mii's to appear on my console? Also, do these people have to be online?
